It takes about 1000hrs to build a Whisper. The builders nearing completion seem to have stayed within this amount of time.

To fly the aircraft in Aus you need a glider pilot licence which is issued by the Gliding Federation and not the CAA.
The aircraft is considered as a homebuilt glider and the rules governing this are at

August 2004- Only the prototype is flying so far but a few of the aircraft are already well advanced. Colin Dettman is probably the furthest. He is already fitting his engine, having already completed the empennage. His wings are also well underway. Warren Rosewall is close behind. I estimate 5 to 6...
